Highlights of the press briefing of Ms. Sushmita Dev, MP and Spokesperson 10-04-2017

Created on Monday, April 10, 2017 12:00 AM Ms. Dev said I think this morning when we woke up with the news of what happened in the by polls in J&K, it is something that the Congress Party has been saying since the new Government in J&K has been formed.

We have been consistently mentioned that the alliance in J&K is against the general will of the people and we have continuously termed it as unholy alliance and my Party feels that in this by polls to see a turnout of 7.1% only and to see 8 precious lives being lost and more than 200 people injured in this election process, we believe that the BJP-PDP have clearly failed the litmus test on the situation of security in the Valley.

We have seen that the BJP has consistently used the name of the speech and the situation in Kashmir to justify many things. I recall PM Shri Modi and all the Ministers of BJP Government consistently using even its worst economic policy of demonetization to say that stone pelting has gone down in J&K. So, we have seen that this Government has consistently paid lip service and it has been proved that the turnout out has been so low that this Government has completely failed on the front of law and order. Because we must remember that in a Parliamentary democracy where election is a process by which we actually enter a Parliament or an Assembly and if we cannot instill enough confidence in the people of our State or our electorate to come out and vote, it is a failure of not just that of Government but is the failure of democracy.

 Therefore, in those circumstances, a Government that has consistently spoken about accountability, a Government that is consistently speaking about transparency, the Indian National Congress demands that accepting that the BJP-PDP Government in J&K should accept that they have failed the people of Kashmir and we demand the Chief Minister's resignation. The reason we demand  her resignation is not to politicize the issue of Kashmir but it is her people, people of the Valley who by not turning out in the election has actually issued a 'Vote of No Confidence' against the Government. The Hon'ble Chief Minister should step down on these grounds.

 सुश्री सुष्मिता देव ने पत्रकारों को संबोधित करते हुए कहा कि आज मैं आप लोगों का ध्यान आकर्षित करना चाहती हूं जम्मू-कश्मीर, 'श्रीनगर लोकसभा' सीट पर हुए उप-चुनाव के उपर। कांग्रेस पार्टी लगातार ये कहती रही है कि भाजपा और पीडीपी के गठबंधन की सरकार लोगों की ईच्छा के विरुद्ध बनी हुई सरकार है। श्रीनगर लोकसभा के लिए रविवार को हुए मतदान में मात्र 7.1% मतदाताओं का बाहर निकलना इसी बात का द्योतक है कि वहाँ के लोगों ने अपनी चुनी हुई सरकार के प्रति आस्था पूरी तरह से खो दी है।

 चुनाव के दौरान हुई व्यापक हिंसा में 8 लोगों की मौत, 200 से अधिक आम नागरिकों का हताहत होना यह भी साबित करता है कि श्रीमती महबूबा मूफ्ती की सरकार राज्य में कानून व्यवस्था को सामान्य रखने और शांति बनाए रखने में पूरी तरह से असफल है। लोकतंत्र में अगर किसी चुनाव में 7.1% मतदाता बाहर आए वोट डालने को तो हम सोचने को मजबूर होंगे कि ये सरकार के प्रति  'नो-कान्फिडेंस' है और मुख्यमंत्री के प्रति अविश्वास है।

Second issue – you are all aware that yet another by poll is going to be held in J&K and the candidate there has himself been demanding that election should be postponed. It is the duty of the Government and it is for the Government to fulfill its duty to ensure a free and fair election and to ensure that the right of a voter should not be infringed due to bad governance, during the next by poll as fixed by the Election Commission of India.  Our Party demands that election should not be postponed, election should not be cancelled and further demands that the Government of the Day in J&K should ensure that elections go ahead without any disturbance and without any fear in the minds of the people.

 तो हम अपनी पार्टी की तरफ से ये कहेंगे कि चुनाव की तारीख क्यों परिवर्तित हो? ये हर सरकार का पहला कर्तव्य होता है कि वोटर बिल्कुल निर्भिक होकर बाहर आए वोट डालने के लिए। अत: चुनाव की तारीख को बदला ना जाए। जम्मू-कश्मीर की सरकार की ये जिम्मेदारी होनी चाहिए कि वो इस तरह का वातावरण तैयार करें कि 13 अप्रैल को होने वाले उप-चुनाव में लोग बाहर आएं और अपने वोट का इस्तेमाल बढ-चढ़ कर करें।

 एक प्रश्न पर कि आप इसके लिए जम्मू-कश्मीर की सरकार को failure मानते हैं, सुश्री सुष्मिता देव ने कहा कि बिल्कुल failure मानते हैं। एक वोटर का सबसे महत्वपूर्ण अधिकार होता है वो वोट डालने का। अगर वोटर बाहर आकर वोट डालने के लिए तैयार ना हो, उसको भय हो अपनी सिक्योरिटी के लिए तो इससे बड़ा failure सरकार का हो नहीं सकता। अगर हम मानते हैं कि सरकार की कोई कश्मीर पॉलिसी है तो वो बिल्कुल विफल हो गई है। ये इस चुनाव से साबित हो गया है। अगर किसी राज्य में 7.1 प्रतिशत मतदान हो तो कांग्रेस को बोलने की जरुरत नहीं है। मुख्यमंत्री जी को बिना मांग के ही इस्तीफा देना चाहिए था।  

 

 On the question whether the Congress Party feels that it is the failure of the J&K Government, Ms. Dev said it is the law and order situation in the Valley has deteriorated and I think what happened since July in the State, J&K has gone back by at least 15 years and she wondered if this Government has any Kashmir policy?
