Shri Tewari said yesterday my colleagues unveiled before you the specific instances of unfulfilled commitments over the past 36 months ever since BJP Government assumed office.
Today we would step back and evaluate the performance of this Government on certain broad benchmarks which would give a sense as to how this Government has actually faired on those uniformally accepted benchmarks of measuring any Government’s performance.
Essentially there are five parameters on which the performance of any Government can be evaluated. The first is Social Cohesion, the second is Internal Security. The third is Economic Development. The fourth is International Relations and the fifth is the Commitment to Institutions and on each of these counts, the report card of the Government is more than blotted.
If you pick up the first parameter – ‘Social Cohesion’ and ‘Social Balance’ has completely gone for a toss in the past three years and this is primarily because this Government does not believe in the founding values of the Indian State. It does not believe in the Idea of India, it does not believe in the Preamble of Values of the Indian Constitution and that gets reflected in the assault on the freedom to eat, the freedom to dress as you like, the freedom to think, the freedom to express and most importantly the freedom to live your life free of any fear or free of any intimidation.
In the past three years, the singular achievement of this Government has been to create a climate of fear, of intimidation in this country which has compelled especially people from the creative community to actually install a ‘Self Censor’ in their heads and that perhaps is the biggest assault on Social Cohesion’ in the past 36 months.
On ‘Internal Security’, the Kashmir failure is before you. One does not know whether the Government is going or coming on Kashmir. The lines of ideology are incompatible. The BJP and the PDP has proven to be an abject and miserable failure. As we speak, the sense of drift in Kashmir is getting institutionalized and the fear is that the situation is completely and absolutely beyond the control of this Government.
On containing ‘Left Wing’ extremism - all that you hear is a lot of hyperbole and rhetoric in terms of substantive action. In terms of a coherent strategy to contain ‘Left Wing’ extremism, you have not heard a single word in the past 36 months from this Government. There has been no enunciation of what is the policy of the NDA-BJP Government on the question of ‘Left Wing’ extremism. All you see is failed tactics which is repeatedly leading to loss of lives.
On the Naga-Accord - nobody knows whether the Accord still exists or it has vanished in to literally thin air and I am just picking up the broad strokes of the failure of this Government over the past 3 years.
If you come to ‘Economic Development’ – let me give you five statistics only and all these five statistics are from the data which is put out by the Department of Economic Affairs of the Ministry of Finance.
In 2015-16 GDP grew by 7.9%. By their own estimates, it had come down to 7.1% by 2016-17. Now if you de-horse the statistic of jugglery this year, the Indian Economy has been actually growing at only 5.1% and I am not making comparisons here but throughout the tenure of the UPA Government, on an average, with 2004-2005 as the Base Year, the Indian Economy grew by 7.8% despite the economic melt-town and the Euro zone crises.
Next if you look at the ‘Index of Industrial Production’ (IIP) April 2015 to February 2016, the IIP grew at 2.6%. Between April and February of 2016-17 the Index of Industrial Production grew by only 0.4%. So from 2.6% there is a roll back of the IIP to only 0.4%. This is reflected in the data for the eight Core Infrastructure Sectors of the Economy. In March 2016, the 8 core sectors were growing by 9.3%.In the March of 2017 that figure goes down to 5%.
If you look at the growth of Money Supply on an year on year basis – 31st of March 2016 - Money Supply was growing by 10%. 31st March 2017, it is 7.3%. This is the impact of demonetization. This is the clear and tangible evidence as to how demonetization has really hit the fundamentals of the Indian Economy and finally if you look at the Dollar to the Rupee, on the 17th of May 2014, after UPA being accused repeatedly by allegedly 1-1/2 years of policy paralysis, the Dollar was trading at Rs. 58.57. On the 17th of May 2017, the same dollar is trading at Rs. 64.03 – up by Rs. 5.46.
And finally if you move on to ‘International Relations’ – PM Modi has spent lot of the last 36 months abroad, he has gone and addressed the Indian Diaspora in multiple stadia in multiple locations but the BJP-NDA Government has completely failed to maintain a balance between United States, Russia, China and the European Union and nothing reflects this failure more than the conference in Beijing recently on the One belt One Road’. Despite having a legitimate claim, that the China Pakistan Economic Corridor passes through territory illegally occupied by Pakistan, India was not able to carry even one country except Bhutan along with it on this vital question. All of India’s neighbors Sri Lanka, Nepal, Bangladesh, Maldives and of course Pakistan – all of them were present at the OBR Conference in Beijing. The Pakistan Policy, I do not know – in the last 36 months, I have not seen any evidence as this Government has any policy on Pakistan except U-turn, somersaults and flip-flops. And they have actually allowed the Pakistani deep State to run circles around them. America, South Africa, and even ASEAN seem to have fallen ofF the map and there is no movement on Membership of the Nuclear Supply Group or the UN Security Council.
Finally, the last three years have been marked by an increasing conflict with the Hon’ble Supreme Court - no Lokpal after paying lip service to Lokpal over all these years. Destabilization of Opposition ruled Governments seeped in Political vendetta has been the only highlight of the 3 years of this Government.
इस सरकार का तीन साल का जो कार्यकाल है वो 2 वाक्यों में सम्मिलित हो सकता है। पहला कि 'मेरा भाषण ही मेरा शासन ही और प्रशासन है'। जमा खर्च जितना मर्जी जमा करा लो, काम के नाम पर कुछ नहीं। दूसरा कि 'मेरा एक ही उद्देश्य है और वो है राजनीतिक द्वेष' और इसलिए अपने कार्यकाल के 3 साल पूरे होने पर जो अज्ञानता और अहंकार का उत्कृष्ट समिश्रण कल सरकार ने पेश किया उसका मुख्य कारण ये है कि उपलब्धियों के नाम पर इस सरकार के पास देश की जनता को ना दिखाने के लिए और ना बताने के लिए कुछ है।
एक प्रश्न पर कि कांग्रेस नेताओं के उपर जो कार्यवाही हो रही है आपको क्यों लगता है कि वो मोदी सरकार के द्वेश के कारण हो रही है, श्री तिवारी ने कहा कि जो भी कार्यवाही विपक्ष के नेताओं के खिलाफ हो रही है वो पूरी तरह से राजनीतिक द्वेश से प्रेरित है और उसका सबसे बड़ा नमूना ये है कि 16 मई को जिस दिन सरकार के 3 साल पूरे हो रहे हैं और सरकार में एक आशंका और भ्रम है कि लोग हमारी कारगुजारी के बारे में सवाल पूछेंगे तो लोगों का ध्यान अपने अधूरे वायदे या बिल्कुल ना पूरे किए गए वायदों से हटाने के लिए ये कार्यवाही की गई है।
On the CBI raids at some of the leaders’ premises, Shri Tewari said it is a command performance by investigating agencies that are at the call of this Government and with the Presidential Elections coming up and a nervous Government not able to get this act together, it just puts two and two together.
He further added that it is very simple; it is an attempt to intimidate the Opposition. After all it is not only the raids on Mr. Chidambaram, there were concurrent raids on another Leader of the Opposition – former CM of the State who has in the past, played a pivotal role in bringing together an anti-BJP coalition.
If you were to actually rewind back to the era between 1999 and 2004, the then Chief Minister of Bihar Mr. Lalu Yadav – did play a very important role in trying to bring together all the anti-BJP forces and ultimately it was because of the efforts of the Congress Party and the Congress President and some other Opposition Leaders that you did see UPA coming to existence which governed this country for ten years.
So, therefore, when there is politics which is taking place especially around the question of trying to get a consensus among the Opposition on a candidate for the Presidential Elections, a nervous Government which does not believe in trying to fight a political strategy with an alternative political strategy, then resorts to abusing the instrumentalities of the State to try and intimidate Opposition Leaders and I think the CM of West Bengal possibly summed up very well after she met the Congress President when she mentioned a series of instances where Opposition Leaders have been targeted primarily because the Government either does not like that they say is right may be simply does not like their face.
On the question of Congress Party’s stand on Triple Talaq, Shri Tewari said ‘Triple Talaq’ is being adjudicated in a Court of Law. A Constitution Bench of the Hon’ble Supreme Court and is hearing the matter. All the parties are making their respective arguments before the Constitution Bench and therefore, it would be appropriate now to await the decision of the Bench after they have taken all those arguments within their stream.
Insofar as we are concerned, we do think this is a gender justice issue but the reason why we have held our horses is primarily because propriety demands that when a matter is being adjudicated by the Highest Court, you should not substitute your own judgment for the judgment of the Court. And since the hearing is already at a very advanced stage and therefore, most likely would conclude soon, you would have a decision in this very soon.
