Inaugural Ceremony of New Parliament

Spokesperson: Shri Anand Sharma: He said- I said, it is a serious matter. We are sharing our position as Indian National Congress. This has been a matter, which has been agitating the minds of many people, who have been associated with the institutions of India Parliament, who understand and respect the Constitution of the Republic of India and who also feel that it’s not constitutionally correct to take major decision about the Parliament of India, excluding the head of the Parliament, the President of India from the decision making, from the foundation stone laying, now for the inauguration. As I mentioned in Hindi, Article 79 makes it crystal clear that the Parliament of India comprises of the President of India, who’s the head of the Parliament and the two houses.

The Lok Sabha Speaker chairs the Lok Sabha. All decisions concerning, the summoning of the Parliament is vested in the Rashtrapati, the President of India under Article 85. It is not so, gazette notification- yes, that is there for every session of Parliament, first from the first time since 1952, each Member of Parliament gets an individual summon by name from the Rashtrapati, from the President to attend the Parliament session, the session concludes, the constitutional power and authority to declare the session closed or prorogued vests in the President of India.

You all are also aware that the year starts with the joint session of the Parliament. The joint session is addressed by the President of India and the President is flanked by whom in the Central Hall- on the right side of President is the Chairman of the Rajya Sabha, the council of states, who is the Vice President and on the left hand, is the speaker of the house of the people, Lok Sabha.

The leader of the house of the people, the Lok Sabha, who is the Prime Minister and the leader of the council of states, the Rajya Sabha are not seated on the dais, but in the pit of the hall, that is the Central Hall, so that should be very clear as to what the Parliament is?

It is also unfortunate that we had a Dalit President, Ram Nath Kovind Ji, who should have also been given that honor who’s the Head of Parliament and now we have a Tribal President, that to a Tribal Woman President, our respected President, Droupadi Murmu Ji.
