I apologize to all of you for troubling you today on a Sunday, but there is one such issue, which has been exposed recently.
Modi ji says –”NaKhaunga, Na KhaneDunga” while his own Chief Minister is working as a land mafia and recently, we have seen that a huge land scam has surfaced. Under the policy of the government, he and his family have grabbed a huge land which is meant for the poor people, which is for the landless people who do not have land. A number of gigantic projects are going on around it. That entire area is being developed and such schemes are being brought up there so that the cost of that land should not be quadrupled, but should become a hundred times.
The cost of that land is above 100 crores and he got that land allotted to his family, his people by using his own influence when he was a minister in the state government. Our respected colleague will tell you about how that allotment was done. I was in Assam recently and a whole underground is being run there, a whole mafia raj is going on.
Recently, the coal that comes from Meghalaya, whatever comes inside Assam, whatever passes through the area of Assam, the Assam government is collecting 40 thousand rupees per truck. There is a tax on everything. Even if a pen goes inside Assam, then the Chief Minister’s Tax is levied on it along with GST. In this way, Assam has become a den of corruption. Shri Ripun Bora said: I want to supplement 2-3 points here.
The first point is like Gourav Ji has already elaborately said that this is a land, ceiling surplus land, total 7 plots of lands were transferred illegally between 2006 to 2009. So, for the individual allottee, he has already said the rule that 10 years is the locking period, so apart from that, two plots of lands were allotted to two public institutes. The one is a ‘Udyan Cooperative society’ the other one is ‘Welfare Activities School’. So, as far as the land policy 1989 is concerned, if any government land whether it is ceiling surplus land or general government land, if any government land is allotted to any public institute or any NGO or any public institute and if they do not use it, utilize this land, if within 3 years they do not utilize this land then automatically the land will have to be reverted to the government. This is the procedure. So highlighting this procedure, these two plots of lands were also transferred to the name of these companies. This is also one of the illegalities.
My second supplement is this, he said that the name of the company is changed that is alright, but apart from changing the name of the companies, its directors, its members, its board of directors have also been same, numbers of times. This is also very interesting. So, these changes have been made number of times, this is number two point.
My number three point is that during that time between 2006 to 2009, the present Chief Minister, he was then very-very powerful Minister in Assam, and so all this has been done. All this has been done by misuse of his official power and moreover, there is a sub divisional level land advisory committee. Wherever any government land is whether to landless people or whether to any institution used to be transferred that is to be passed in the sub divisional land advisory committee, so now the local MLA, he is an MLA from the Jalukbari constituency, and most of the land belongs in the Jalukbari constituency and as per the rule the local MLA is the member of the land advisory board committee. So now he may say that there is no illegality, all these have been passed by the land advisory board, yes, but who is the land advisory board? He is the Minister, he is the MLA, he is the member in the land advisory committee and he passed the resolution for transferring of this land from the landless people to the name of the company.
