Elections come and Modi brings a flood of big speeches and lies to Bihar. He makes tour programs, makes a flurry of misleading announcements. But today, we are making a shocking disclosure that how people who took oath on the Constitution are doing unconstitutional work.
Let us first know how the BJP-JDU government has ruined Bihar.
JDU government of Bihar published the Caste-wise Socio-Economic Report on 07/11/2023. This report revealed evidence of Bihar being neck-deep in poverty. More than 94.42 lakh families in Bihar are surviving on an income of Rs. 200 per day or even less. According to the report, there are a total of 2,76,68,930 families in the state. Out of these, the total monthly income of 94.42 lakh families (34.13 percent) from all sources is either Rs. 6,000 or less. This means that these families are earning only Rs. 200 or less per day. The monthly income of the remaining 81.91 lakh families (29.61 percent) in the state is between Rs. 6,000 and Rs. 10,000. That is, about 5 crore people are living on Rs. 40 per day and 4 crore people are living on Rs. 67 per day.
This means that out of 13.83 crore people in Bihar, the economic condition of 8.82 crore people, that is, about 64 percent people, has been made so miserable.

Recently, the National Green Tribunal (NGT) has imposed a fine of ₹50,000 on the Bihar government for serious negligence in the matter related to the cleanliness and pollution control of the river Ganga. This order was given by the NGT during the hearing of the petition filed by M.C. Mehta.
The total number of STPs (Sewage Treatment Plants) built for Ganga and its tributaries in the state of Bihar is 13. Out of which, 7 are fully functional STPs and the 7 functional STPs fail the FC standards.
High amount of faecal coliform (FC) bacteria means that the amount of human and animal excreta in it is so high that NGT said that it is not fit even for bathing, let alone drinking.
Under the ‘Namami Gange Yojana’, Bihar received ₹ 3,914.53 crore between 2014-2024, but more than half of the Sewage Treatment Plants (STPs) are not working, and those that are working have not met even a single standard level.
NGT found that:
• Bihar government did not submit the water quality report of Ganga and its tributaries on time.
• Out of 38 districts, only one incomplete and unsigned report was submitted from Khagaria district.
• Flood area was not demarcated. The floodplain zone was to be demarcated by taking 1 meter contour map from Survey of India, which has not started yet.
• The sewage treatment plant (STP) built in Digha is located in the flood area of the river, which can increase the risk of pollution during floods.

JDU-BJP betrayed Ganga, polluted holy water:
Status of drains falling directly into Ganga (CPCB report):
• According to the report of the Modi government’s (CPCB), 1046.24 million litres of dirty water is falling into the Ganga from 67 drains in Bihar without being cleaned.
• These drains are from these districts: Buxar, Dighwara, Chhapra, Danapur, Patna, Fatuha, Bakhtiyarpur, Barh, Mokama, Munger, Bhagalpur, Kahalgaon.
Major actions directed by NGT:
Bihar government directed to pay ₹50,000 fine in two weeks.
Bihar Chief Secretary will have to appear virtually on the next hearing (21 July 2025) and respond.
CPCB will have to submit an updated report containing:
• Number and GPS location of drains directly falling into the Ganga,
• State-wise data of the status of STPs and water quality.
Inauguration of Digha Sewerage Treatment Plant by Nitish Kumar and Modi Ji illegal:
The NGT found that the Digha STP—for which ₹ 824 crore was spent by NMCG—is actually located in a flood and cyclone-prone area. The same was mentioned in the contractor’s environmental and social investigation report. In response, the Central Government’s National Mission for Clean Ganga (NMCG) counsel sought time to know why the Digha STP was allowed to be set up in such a location. The NGT concluded that:
• The STP is actually being built in the floodplain zone of the Ganga.
• When NMCG itself is admitting that the river water can reach the STP during floods, it clearly shows that the location is part of the natural water flow area.
• In such a situation, the STP itself can become a source of pollution during floods, especially if the structure is damaged or washed away under high water pressure.
NGT's question - Why was construction allowed at such a location?
• NMCG was directed to answer two major questions:
How were funds released to build STP at such a sensitive location?
Have any guidelines been issued as to where structures like STP or CETP (Common Effluent Treatment Plant) should be built, so that flood areas and environmental risks can be avoided?
• NGT also said that the role of NMCG is not only to allocate funds, but it is also necessary to ensure that projects are at environmentally safe locations.
It is clear from the above facts that the state BJP government is shaping an illegal work to get publicity in the elections by keeping the Prime Minister and the people of Bihar in the dark.
