
Background
The Congress has been highlighting irregularities in the electoral roll which coincide with unexpectedly strong BJP performances. The Election Commission has dismissed the serious questions raised and has refused to share machine-readable voter rolls and CCTV footage or even information needed to complete police investigations.
Mahadevapura, Aland, and Rajura revealed the methods and patterns behind the Vote Chori, from duplicate entries to fake voters to deletions. Now, Haryana exposes a larger operation of ‘Sarkar Chori’ through ‘Vote Chori’.
Haryana Investigation
Exit polls including India Today CVoter, Dainik Bhaskar, News 24, PMARQ and Matrize predicted a landslide Congress victory. Yet the BJP won unexpectedly -particularly surprising since the Congress overwhelmingly led postal ballots 73-13. As Haryana CM Nayab Singh Saini said before counting, the BJP had made “vyavasthaein” - arrangements - to ensure their victory. To expose this ‘Sarkar Chori’ in Haryana, the Congress launched a detailed examination of the electoral rolls, and discovered over 25 lakh suspicious entries.
This is nearly 1 in every 8 electors on the rolls in Haryana. The eight closest seats together were decided by just 22,779 votes - less than 1% of the detected ‘Vote Chori’.
1. Duplicate Voters (5,21,619)
There are 5.2 lakh entries across Haryana with the same name, relative name and age within the same constituency. There are also 1.2 lakh entries where many “voters” share the same photograph. Shockingly, many people have the same photograph but different names. The most brazen example is a stock photo of a Brazilian model by photographer Matheus Ferrero, which appeared 22 times in Rai constituency, with names like Seema, Sweety, Saraswati, and Suman Devi. In Mulana, a woman’s photo appeared 223 times in two booths, while in Tigaon, a woman’s photo appeared in the rolls 100 times across 10 booths.
2. Invalid Addresses (93,174)
Over 93,000 voters were listed with invalid numbers like House No. 0, making verification impossible. CEC Gyanesh Kumar attempted to cover up ‘Vote Chori’ by claiming that homeless voters were assigned House No. 0. On ground verification, we found several voters with houses who were assigned House No. 0 in the rolls.
3. Bulk Voters (19,26,351)
Implausibly, Haryana has 19 lakh entries where more than 20 voters were registered in the same house number. For example, in Hodal Assembly, we found 66 voters registered in a house belonging to a BJP Zila Parishad vice chairperson, and 501 voters in a house which could not be found.
4. BJP-linked cross-voters between UP and Haryana
We have found thousands of voters who are on the rolls in both UP and Haryana, including Sarpanches of villages in Mathura district. This isn’t an error – it is proof of the BJP’s system. As BJP’s Kerala Vice President B. Gopalakrishnan openly declared, the BJP adds voters “even from Jammu and Kashmir” if necessary to win close seats.
5. Mass Deletions
3.5 lakh voters - nearly 2% of the electorate - were deleted between the Lok Sabha and Vidhan Sabha elections. In booth #1 of Rai Assembly, 128 people who had voted in the Lok Sabha found their votes deleted before the Vidhan Sabha elections, mostly from communities that traditionally back the Congress.
Conclusion
This evidence shows how the BJP has conducted ‘Sarkar Chori’ through ‘Vote Chori’. This large-scale systematic fraud strikes at the very heart of the Constitution, which guarantees ‘one person, one vote’. The same warning signs are visible in Bihar’s Special Intensive Revision, pointing to a statewide operation of voter roll manipulation. ‘Vote Chori’ is the theft of democracy itself - the Congress will continue to expose it, fight to restore truly fair elections, and defend the Constitution.
