Congress President Shri Mallikarjun Kharge promises ‘Migration-Free’ Bihar

Patna: Addressing a press conference along with several senior Party leaders here on November 3, 2025, Congress President Shri Mallikarjun Kharge expressed confidence that the Mahagathbandhan will form the government in Bihar after the elections. Congress President also promises to restore the glory of the state, the Congress President resolved to build a “migration-free Bihar.” He reiterated the Mahagathbandhan promises which include providing one government job to every family that does not have a government employee, Rs 2,500 cash assistance to women, 200 units free power, Rs. 25 lakh health insurance, increasing MGNREGA wages to Rs. 300 per day, removing the 50 percent ceiling on reservations, increasing reservation for the EBCs and SCs in the panchayati raj institutions, and scrapping fees for competitive examinations.

Maintaining that there was a rift within the National Democratic Alliance in Bihar, Congress President Shri Mallikarjun Kharge asked why the Chief Minister Nitish Kumar was not seen during Prime Minister Narendra Modi’s roadshow. He said, during his speech at a rally, Modi did not even mention Nitish as the Chief Ministerial candidate. “If the NDA wins the election, the BJP will ask Nitish to sit at home,” he remarked during a public rally.

The Congress President reminded Modi that he was the Prime Minister of the country and he had much better things to do than to keep on abusing the Congress and its leaders like Pandit Jawaharlal Nehru and Smt. Indira Gandhi. “You should be talking about generating employment, bringing investment, improving education and not abusing the Congress,” he told the Prime Minister, while reminding him of his promises like providing two crore jobs every year.

Referring to NDA’s promise of one crore jobs, he asked what it was doing for twenty years. He said it was a pure lie and that is why he has been saying that Modi is the “Master of Liars”. The Congress President said that people of Bihar were politically conscious and they will not be lured by Rs ten thousand. He said, even if he offers them rupees ten lakhs, the women of Bihar will still not vote for the BJP and NDA.

Noting that Modi says things that are unbecoming of a Prime Minister, he pointed out how he was pushing the youth towards watching reels. “Earlier he would suggest they fry ‘pakoras’ and now he is asking them to watch reels,” he pointed out, while asking, do such things suit the Prime Minister of the country.

Vaishali (Bihar): Congress President Shri Mallikarjun Kharge on November 3, 2025, claimed that if the NDA returns to power in Bihar, the BJP will not make Nitish Kumar the Chief Minister, and instead give the post to some ‘chela’ of the saffron party.

Addressing his maiden Bihar election rally at Raja Pakar in Vaishali district, around 40 km from headquarters Hajipur, Congress President lambasted Nitish Kumar for allegedly betraying the legacy of socialist icons like Jayaprakash Narayan, Ram Manohar Lohia and Karpoori Thakur and joining hands with ‘anti-women’ BJP, which he said is a believer of ‘Manu Smriti’. “Nitish Kumar is sitting in the lap of the BJP, which believes in Manu Smriti. He has given up on JP, Lohia and Thakur. He cannot champion the cause of Dalits, OBCs and EBCs,” he claimed.

“But Nitish Kumar is not aware that after the elections, the BJP is not going to make him the CM again and instead, it will give the post to some ‘chela’ (foot soldier) of theirs,” Shri Mallikarjun Kharge said, in a bid to drive a wedge between the saffron party and the JD(U).

He alleged that Dalits are being intimidated and threatened across the country, including Bihar. “Modi and Nitish have no concern for Dalits at all, they only care about their chairs. That is why all of us need to stay vigilant and not compromise on our self-respect,” he said. Kharge Ji mocked Prime Minister Narendra Modi for carrying out an intensive campaign in the state “as if it were his son’s wedding”.

“The PM has time to tour the world but not to take stock of the state of affairs in his country, where he is seen only at the time of elections. You can see Modi roaming through the streets of a city even during municipal polls. Even during Bihar assembly elections, he is so busy as if it is his son’s wedding,” he said.

Attacking the PM, Congress President said, “Narendra Modi served as the Chief Minister of Gujarat for nearly 13.5 years and he has been in the position of Prime Minister for the last 12 years. The man who, even after being in power for so many years, could not change the condition of the country, nor his own state… will you vote for him again? Most of the time, he remains outside the country. Therefore, cast your vote in the right place.”

He also said, “Nitish took oath as Bihar’s CM nine times and ruled the state for 20 years, still he couldn’t provide jobs or stop out-migration of youth.” Shri Mallikarjun Kharge alleged that Bihar’s NDA government was involved in scams worth Rs. 70,000 crores, and claimed that even a Comptroller and Auditor General (CAG) report confirmed it.

“Modi and Shah come to Bihar and say ‘jungle raj’ has to be removed… NDA has been in power in the state for the last 20 years; haven’t they been able to end ‘jungle raj’ till now?” he asked. Shri Mallikarjun Kharge also claimed that 50 lakh posts were lying vacant in central government departments and alleged that Modi was not concerned about it, and asked about his poll promise of providing 2 crore jobs every year.

In an apparent reference to activists and student leaders being charged with sedition upon voicing criticism of the Modi government, Congress President Shri Mallikarjun Kharge said, attempting a poetic flourish, “It is a carnival of lies in which truth stands alone. Anyone who dares to ask questions is branded an anti-national.”

Chief Minister Nitish, what he had done for Bihar during the last twenty years as the perennial problems like migration and lack development still persist in the state: Congress President Shri Mallikarjun Kharge

Chainari/ Gaya Town: Addressing a largely attended public rallies in Chinari and Gaya Town on November 7, 2025, Congress President Shri Mallikarjun Kharge warned against the BJP’s real intentions, saying that it wants to bring back the ‘Manusmriti’ and exploit the poor, downtrodden and Dalits again and turn them into slaves. He said that the BJP and the RSS have no faith in the Constitution of the country.

Shri Mallikarjun Kharge pointed out that Nitish Kumar has taken oath nine times as Bihar’s Chief Minister and has been in power for twenty years. But, he noted, Bihar’s problems, particularly the unemployment due to lack of development, still persist and people have to migrate to other places. He said that while the government has failed to generate sufficient jobs, it has also not filled up about ten lakh vacancies pending in the various state departments. He said that there are fifty lakh vacancies in the central government departments as well.

Congress President Shri Mallikarjun Kharge questioned Bihar Chief Minister Nitish Kumar as to what he had done for Bihar during the last twenty years as the perennial problems like migration and lack of development still persist in the state.

Shri Mallikarjun Kharge also took a dig at Prime Minister Narendra Modi, saying he is always busy either with election campaigns or visiting foreign countries. Taking a jibe at Prime Minister Modi for always being busy with electioneering and overseas visits, he said that he got delayed in addressing the rally as he was made to sit in the helicopter till Modi’s flight took off. He said that Modi has never bothered about people’s problems and public issues as he has always prioritised election campaigns and foreign trips. Accusing the Prime Minister of lying persistently, he referred to Modi’s pre-election promises, most of which remain forgotten and unfulfilled.

Referring to the one-time cash assistance of Rs. 10,000 provided by the NDA government to women, Shri Kharge said that it was only aimed at garnering votes, as the BJP and the RSS otherwise do not bother about women.

The Congress President strongly countered Modi’s claim that the RJD forced Tejashwi Yadav to be the CM candidate of the Mahagathbandhan. He said that Tejashwi has been nominated as the Chief Ministerial candidate to ensure the progress and development of Bihar and to stop migration of people to other places in search of work.

The Congress President reiterated various promises and commitments of the Mahagathbandhan for the people of Bihar. These include, among other things, one government job to every family, Rs. 2500 monthly cash assistance to women, regularisation of ‘Jeevika Didis’, 200 units of free power, Rs. 25 lakh health insurance cover, restoration of the old pension scheme and removing the 50 percent ceiling on reservation.
