Shri Rahul Gandhi gives clarion call for change in Bihar

Muzaffarpur (Bihar): Congress leader and leader of Opposition Shri Rahul Gandhi on October 29, 2025, launched a scathing attack on Prime Minister Narendra Modi, alleging that he would do “anything for votes, even dance”, and accused the BJP of running the Nitish Kumar government in Bihar “by remote control”.

Kicking off his poll campaign with back-to-back joint rallies alongside the INDIA bloc CM face Tejashwi Yadav in Muzaffarpur and Darbhanga, Shri Rahul Gandhi said, must have seen the drama on TV that Modi was going to take a dip in the Yamuna for Chhath Puja. It was shelved when it was exposed that a puddle had been formed with clean, piped water since the river is so filthy.

Clarion call for change in Bihar

Leader of the Opposition in Lok Sabha, Shri Rahul Gandhi, gave a clarion call for change in Bihar to usher in a new era of inclusive government belonging to everyone that will bring all-round progress and development in the state.

He said that if the people from Bihar can build cities like Dubai, Bangalore and Delhi, why can’t they build Bihar, if given the right opportunities.

Vision for Bihar

Presenting the Mahagathbandhan’s vision for Bihar, he said that the Grand Alliance aims to transform the state into one where people from other parts of the country would want to come for work. He added that the Mahagathbandhan seeks to bring Bihar to the forefront once again. Calling the people of Bihar capable, intelligent, and hard-working, he said that the state has to move forward.

Social Justice

Asserting that the Mahagathbandhan government will be an inclusive one, he said, it will represent every caste, community, and religion — including the extremely backward classes, backward classes, Dalits, minorities and the general category.

Glory of Bihar

Recalling and reminding the people about the pride and glory of Bihar, he pointed out, Nalanda once used to be the ‘Cradle of Knowledge’ for the world. We aim to make it the global epicenter of knowledge once again where people from countries like China, Japan and Korea would come to seek knowledge. He pointed out, those countries had received their religion and religious teachings from Bihar. In the same context, he added, Bihar can become a centre for global tourism. But, he added, nothing had been done during the last twenty years of Nitish regime. He described Nitish as just a mask, saying that the real control was with the BJP. “The remote control is in the hands of the BJP,” he remarked.

Shri Rahul Gandhi recalled that during the UPA government at the Centre headed by Dr Manmohan Singh, a plan had been envisioned to revive the glory of Nalanda. He stated that people of Bihar are intelligent, wise, smart and hardworking — something he had personally witnessed during his twenty-day ‘Voter Adhikar Yatra’ in the state. He said, given the right opportunities, people of Bihar will outshine everyone else.

Development Agenda

Spelling out the development agenda of the Mahagathbandhan government, Shri Rahul Gandhi made a strong case for starting manufacturing in the state. He said, instead of importing ‘Made in China’ goods like mobile phones and garments, these should be ‘Made in Bihar’. For this, he said, factories should be set up which will provide jobs to Bihar’s youth.

Reiterating and reaffirming his Party’s stand on the caste census, which he said was essential for ensuring social justice, Shri Rahul Gandhi said, Modi was not interested at all in providing social justice — he was only interested in their votes.

Modi wanted to do drama by bathing in clean water

Taking a dig at the Prime Minister for wanting to be seen bathing for Chhath Puja, he revealed that a separate clean water pond had been set up for him. “He is not concerned about Chhath Puja, but only about your votes,” Shri Rahul Gandhi said, taunting him further, “you can make him even dance on the stage for your vote.” The senior Congress leader said that providing good healthcare, better education and jobs will be the top priorities of the Mahagathbandhan. He also cautioned people against the ‘Vote Chori’ (vote theft) by the BJP, saying it had stolen the Maharashtra and Haryana elections and would attempt to do the same in Bihar. He appealed to every voter in Bihar to cast their vote to prevent such electoral theft.

Promises to restore Nalanda and Bihar’s glory as a centre of knowledge

Nalanda: Addressing a largely attended public rally on October 30, 2025, Leader of Opposition Shri Rahul Gandhi noted that President Trump had humiliated Prime Minister Modi about fifty times, repeatedly claiming that he made him stop the war — yet Modi was keeping quiet. Describing Prime Minister Narendra Modi as a coward, who cannot stand up to US President Donald Trump, Leader of Opposition in the Lok Sabha Shri Rahul Gandhi on October 30, 2025, challenged him (Modi) to contradict Trump and say that he was lying about having stopped ‘Operation Sindoor’. Accusing Modi of trying to run away and hide from Trump, Shri Gandhi said that he (Modi) was avoiding meeting the US President and had not even gone to the US. “Modi does not have the courage to say that the US President is lying.”

Drawing a comparison, Shri Rahul Gandhi pointed out, in 1971, the US threatened India with its Seventh Fleet, but the then Prime Minister Smt. Indira Gandhi stood her ground and told the US in clear terms that India would do what it needed to do.

Comparing the two situations, he added, “Modi is a coward. He neither has vision nor the courage to stand up to Trump. This is the truth and I challenge him to say it here in Bihar, where he is addressing public meetings, that the US President is lying and that he did not stop ‘Operation Sindoor’ at his instance.”

Instead of confronting Trump, Shri Rahul Gandhi said, Modi was busy stealing votes and manipulating elections to undermine the Constitution of Dr B.R. Ambedkar. “They barely managed to win the last General Election even after stealing votes,” he noted, adding, “had there been no vote theft, the INDIA bloc would have been in power at the Centre.” Criticising Union Home Minister Amit Shah for his comments that “there is no land available in Bihar”, Shri Rahul Gandhi alleged that “plots were given to an industrial house at throwaway prices” by the State government. But, corporates “close to Modi cannot provide jobs to the youth of Bihar”, the former Congress Chief asserted at the Sheikhpura rally. Shri Rahul Gandhi said that he wanted to see the ‘Made in Bihar’ tag on the back of mobile phones and other devices, instead of the ‘Made in China’ phrase, “but Modi is not capable of making that happen.”

Recalling the past glory of Nalanda and Bihar, the Leader of Opposition Shri Rahul Gandhi promised that the same glory would be restored, with Nalanda once again emerging as a global centre of knowledge and learning.

Expressing confidence that the Mahagathbandhan government would be formed in Bihar this time, he said, by restoring Nalanda to its historic grandeur, a message would be conveyed across India that people of Bihar are not merely meant to do physical labour, but they possess academic and intellectual prowess and brilliance as well. He pointed out that in ancient times, people from Japan, China, and Korea would visit Nalanda to gain knowledge and education. Asserting that the current government is run by Modi, Amit Shah, and Nagpur (RSS) while Nitish Kumar is merely a mask, he said, Nitish’s remote control lies in Modi’s hands. “Modi presses the button and Nitish plays to his tune,” he remarked, adding, Mahagathbandhan will change all this and form a people’s government in Bihar — one that represents all sections of society including the Extremely Backward Classes, Backward Classes, Dalits, Maha Dalits, minorities, the general castes, farmers, and labourers. “I will ask the people of the State to give up the illusion that the government is run by Chief Minister Nitish Kumar. It is a government operated via remote control by Modi- Shah and Nagpur (RSS headquarters), which does not care for Bihar,” he claimed. Two Indias have now emerged — one belongs to the common people, and the other to a few corporates and Modi. This is the reason why places like Bihar suffer in poverty, Shri Rahul Gandhi said. The Congress leader said that if the INDIA bloc is voted to power in Bihar, it will be a government of the farmers, labourers, Dalits and the weaker sections, with representation from all the communities.

Cautions Bihar’s youth to guard against vote theft

Begusarai/ Khagaria: Addressing a massive public rallies in Begusarai and Khagaria, LoP Shri Rahul Gandhi on November 2, 2025. He outlined the Mahagathbandhan’s development agenda, saying that his vision was to make Bihar a hub of manufacturing, where goods produced across its towns and cities would bear the label ‘Made in Bihar’ instead of ‘Made in China’. He also cautioned the youth of Bihar to remain vigilant against possible attempts at vote theft by the BJP and the RSS. While expressing confidence about the Mahagathbandhan sweeping the Bihar elections, he cautioned people against attempts by the BJP and the RSS to steal the elections. He pointed out that the BJP and the RSS had stolen the elections in Maharashtra, Haryana and Madhya Pradesh, and they will try to do the same thing in Bihar also. Mocking Modi’s desperation to win elections, Shri Rahul Gandhi told people to get whatever they want from him before the elections, as afterwards he will never be seen. “If you tell him that you will make him win from your area if he dances or does yoga, he will — because he can do anything for winning elections,” he quipped. The Congress leader taunted Prime Minister Narendra Modi for his claims of possessing a “56-inch chest”, saying that does not necessarily make him brave as he was still a coward. For being brave, you don’t necessarily need a broad chest, he noted, while pointing out that Mahatma Gandhi, despite being so frail, shook the mighty British Empire, which was a superpower. Similarly, he recalled how Smt. Indira Gandhi refused to get intimidated by the United States during the Bangladesh War and told its President, “You do whatever you want and we will do what is in our national interest.”

Shri Rahul Gandhi added, Trump asked Modi to stop ‘Operation Sindoor’ and he (Modi) took no time to stop it. Taking a dig at Modi for claiming that his government had provided cheap mobile data to the people, he asked, “What do you get from watching reels?” He said, while the cheap data helps Ambani and his company Jio earn profits, the youth only waste their time.

Shri Rahul Gandhi promises Mahagathbandhan will be an inclusive government, representing everyone

Aurangabad/ Gaya: Addressing three massive gatherings in Aurangabad and one in Gaya District on November 4, 2025, the Leader of Opposition in Lok Sabha Shri Rahul Gandhi asserted that the Mahagathbandhan was certain to form the government in Bihar, which will be an inclusive and representative government including everyone like the extremely backward classes, backward classes, Dalits, Maha Dalits, minorities, and the general category. Making an impassioned appeal to the youth of Bihar for regime change, Shri Rahul Gandhi asked them whether they wanted jobs or social media reels. Referring to the Prime Minister’s claims of making cheap internet data available to youth with which they can create and watch reels, he asked the youth, “Do you want to watch reels round the clock, or do you want jobs?” He warned that watching reels was the twenty-first century’s addiction like any other addiction. He observed that instead of marketing the cheap data, the Prime Minister should have spelt out how he would provide employment, education, and better healthcare to people. The Congress leader also criticised the introduction of the Agnipath scheme, saying the only avenue available to youth to serve the country had been blocked. He pointed out that 75 percent of Agniveers will be discharged after four years of service, leaving them unemployed once again.

Modi, Shah Intimidating people through misuse of ED, CBI, IT is real jungle raj: Shri Rahul Gandhi

Araria/ Purnia: Addressing a largely attended public rallies in Araria & Purnia on November 6, 2025, Leader of Opposition Shri Rahul Gandhi took on Modi, Shah and other NDA leaders on their jungle raj charge against the Mahagathbandhan. He said, the jungle raj is being run from Delhi by threatening, intimidating and implicating people through the misuse of investigating agencies like the Enforcement Directorate, the Central Bureau of Investigation, Income Tax and other departments. He emphasised that Bihar is certain to see the formation of the Mahagathbandhan government after the elections. He assured that this government will represent all sections of society in Bihar including Dalits, Maha-Dalits, Backward Classes, Extremely Backward Classes, minorities and the poor from the general category. He said, the focus and emphasis of the government will be on generating employment, providing quality education and ensuring better health facilities for the people. He said, if the youth of Bihar can work across the country and build some of the finest cities, even like Dubai, why can’t they be provided opportunities in the state itself. Shri Rahul Gandhi also announced that the tourist circuit in Bihar will be developed in a way that directly benefits the people of the state, creating employment opportunities for the youth. He said, better hotels and restaurants can be built which will generate jobs for the local youth. The senior Congress leader accused Prime Minister Modi of spreading hatred among the people to win elections. However, he said, this country cannot be run on hate, but with love and harmony only. He also cautioned people in Bihar to stay alert and vigilant to ensure that the BJP does not steal the elections in the state as it did in Haryana, Maharashtra, Madhya Pradesh and Chhattisgarh.

BJP leaders, workers vote at multiple places, Congress supporters’ votes are deleted: Shri Rahul Gandhi

Bhagalpur/ Banka: Leader of Opposition in Lok Sabha Shri Rahul Gandhi addressed largely attended public rallies at Banka and Bhagalpur in Bihar on November 7, 2025. Shri Rahul Gandhi referred to some news reports showing some BJP leaders and workers were voting at multiple places multiple times, the votes of Congress supporters, including Dalits, backwards and minorities, were being deliberately deleted from the electoral rolls. He said that he had already highlighted the issue of “vote theft” during his recent press conference in Delhi, and suggested that his charges had now been proved right. He said that after stealing the elections in Maharashtra, Madhya Pradesh, Chhattisgarh and Haryana, the BJP was now trying to steal the Bihar elections as well. He added that the BJP has adopted ‘vote theft’ as its policy and strategy and is trying to apply it everywhere, including Bihar. But, he said, the BJP and the Election Commission of India probably don’t know the people of Bihar, who are conscious, alert and will never let anyone steal their votes. The Leader of Opposition in Lok Sabha described the ‘Vote theft’ as an attack on the Constitution of the country. He said that the BJP wanted to steal elections so that the entire wealth of the nation could be distributed to a select few billionaires.

Modi, Shah don’t win elections; they steal them…Preventing vote theft is everybody’s duty: Shri Rahul Gandhi

Kishanganj/ Purnia: Addressing a largely attended public rallies in Kishangarh and Purnia districts of Bihar on the last day of the campaigning on November 9, 2025, Leader of Opposition Shri Rahul Gandhi referred to the “hydrogen bomb”-like explosive revelations he had made about the Haryana elections recently. He pointed out that none of them had dared to come out with an answer, as they knew they did not have any explanation against the foolproof evidence he produced.

Shri Rahul Gandhi said that Prime Minister Narendra Modi, Union Home Minister Amit Shah, and Chief Election Commissioner of India Gyanesh Kumar had no answers to his charges of election theft as they are scared to speak. He further said that Modi and Shah do not win elections; they only steal them, he remarked, adding that they were scared about losing. He said - it was a battle of ideologies between the RSS-BJP on the one side and the Congress/Mahagathbandhan on the other. He said that while the RSS-BJP divides people, the Congress and Mahagathbandhan unite them.

Shri Rahul Gandhi said that the most important question today in the country and Bihar was how to provide jobs to the unemployed youth. He said that for employment, they need good education, for which we need good schools, colleges, and universities. He said the education system in Bihar had collapsed, as colleges and universities were shutting down. He reaffirmed his vision that once the Mahagathbandhan government is formed in Bihar after elections, it will work to generate jobs in the state. He said that instead of the ‘Made in China’ labels on goods, there should be ‘Made in Bihar’ labels on them.

Questioning Nitish Kumar on what he had done for Bihar in the last twenty years, he asked whether the Chief Minister had set up even a single food processing unit in the state, despite it being a major producer of fruits like pineapples and mangoes.

Shri Gandhi made an appeal to the people of Bihar to defend and protect democracy and ensure that the BJP does not steal votes the way they stole in other states. He said that if ‘Vote theft’ is prevented, then the formation of the Mahagathbandhan government is certain.
