Resolution adopted at the AICC Meeting, Ahmedabad, April 9, 2025
The expectations of Gujarat are unfulfilled, Congress is the pivot of Gujarat’s development.
(‘Gujarat ki apekshaayein adhuri hain, Congress hi Gujrat ke vikas ki dhuri hai!’)
The Indian National Congress session is being organized on 9 April, 2025, in Ahmedabad, Gujarat. This is the sixth session of the Congress to be held in Gujarat. This year is being celebrated as the 150th birth anniversary of Iron Man and Bharat Ratna Sardar Vallabhbhai Patel, while this year is also the centenary year of Mahatma Gandhi being elected as the Congress President. Sardar Saheb was the first President of Gujarat Pradesh Congress and his tenure was the longest, lasting 25 years.
Gujarat is the birthplace and karmabhoomi of Mahatma Gandhi and Sardar Patel. This land has played an important role in the Indian freedom struggle. The land of Gujarat has been blessed by great saints like Narsinh Mehta and revered Ravi Shankar Maharaj Ji. Gujarat has holy pilgrimage places like Somnath, Dwarka, Ambaji, which are the centers of faith of the people. The people of Gujarat have left an indelible mark not only in this state but also in the nation and the whole world with their friendly behavior, entrepreneurial spirit, business acumen and hard work. The people of Gujarat feel proud of their contributions and achievements.
• Gujarat's co-operative sector and dairy industry had the most important contribution in bringing about the 'White Revolution' in the country. Pandit Jawaharlal Nehru's thinking, Congress' ideology, and Dr. Kurien's planning and dedication gave Amul to Gujarat, which became famous all over the world. • Gujarat's Congress governments established a strong framework for the development of agriculture by solving the problems of irrigation and drinking water. By implementing the Narmada Project in Gujarat, the problem of power generation and unemployment was solved. • Gujarat has always led the industrial development of the country. • But in the last 30 years of BJP government in Gujarat, corruption and waste have reached their zenith and put a halt to development and progress. Due to BJP's corruption in Gujarat, newly built big bridges collapse and if a youth goes to take an exam for a job, his paper gets leaked. • More than 40 percent of children in Gujarat are malnourished and about 55 percent of women are anaemic. • The level of education is declining. Gujarat government's dependence on self-financed institutions has made education more expensive for the middle class. • Gujarat has the highest unemployment rate since independence, while outsourcing and contract systems are exploiting the youth. • The condition of primary health centres and community health centres is worsening. The 90 percent shortage of specialist doctors is a matter of great concern. The rising cost of medical services is a matter of concern for everyone. • Gujarat farmers do not get any protection from natural disasters. The negligence of the Gujarat government in the crop insurance policy is a matter of serious concern for the farmers. • Thousands of small and medium industries have closed down, due to which unemployment has increased. Diamond polishing and textile industries in Surat used to provide employment to many people. Due to the policies of the BJP, both these industries are facing a huge recession today and workers are being forced to commit suicide every day. • The Congress Party is committed to bring positive change in Gujarat. • The aim of the Congress Party is not to grab power, but this Party will perform Yagya for the sadhana of service with the thoughts of Mahatma Gandhi and Sardar Saheb. Every Congress worker of Gujarat will go among the people and serve them and when the Congress government is formed in Gujarat with the blessings of the people, work will be done with the principle of equal justice, under Article 14 of the Constitution. • Today, the tribal brothers and sisters of Gujarat do not get their rights on the land despite the Forest Rights Act made by the Congress government at the Center. Congress resolves that if the Congress government is formed, every tribal will get full rights on public property and PESA Act will be fully implemented. • There will be a caste census in Gujarat. • Dalits, tribals, other backward classes, minorities and the poor will get the right to social justice. • The grazing lands of cattle-rearers will be protected and the number of grazing lands will be increased by rejuvenating barren lands. Congress governments used to give Sathni land to Scheduled Castes, Scheduled Tribes and OBCs to convert labourers to farmers, which has been stopped by BJP. If Congress comes to power, then Sathni land will be given again to convert labourers to farmers. • Permanent employment will be ensured for the youth of Gujarat. Exploitation of fixed salary, contract and outsourcing sector will be ended. Right to equal pay for equal work will be given. • Gujarat will be made malnutrition-free and drug-free. • Farmers will get legal right to Minimum Support Price. • Gujarat has the longest coastline in the country. Therefore, Gujarat's sea ports are capable of providing import-export facilities to the entire central and northern region of the country. Congress will strengthen Gujarat's sea ports and transport corridors for the development of the nation. This will create lakhs of employment opportunities. We will also modernize fisheries. • Gujarat has immense potential in the manufacturing sector for medicines, chemicals, textiles, ceramics, petrochemicals, oil engines etc. Apart from this, we will also develop automobile, computer, semi-conductor and other technological sectors, so that the youth of Gujarat can get employment and growth opportunities. • The Congress Party will launch various schemes to protect and support small and medium enterprises (SMEs) so that the people working in them can progress and their jobs are secure. • The Congress Party will set up agro-based industries in every district, so that the farmers of Gujarat get a higher price for their crops and employment opportunities can be created for the youth. • We will move forward with the goal of making Gujarat an international hub in all these fields by developing education, tourism and health facilities. • Congress Party will provide excellent educational facilities in Gujarat in the field of education. This will create new employment opportunities for the youth. • Drug smuggling and their increasing consumption in Gujarat is a matter of serious concern. Congress Party is committed to take immediate and strict action against it and will completely curb the organized drug mafia. • Gujarat Congress is committed to ensure safety, equality and self-reliance of women. • The Congress Party will strongly oppose the atrocities and oppression being done on the SC, ST, minorities and women and the interference in their lifestyle and will ensure justice for all sections after coming to power.
We, the workers of Gujarat Pradesh Congress Committee, are committed to ensuring constitutional rights and development of all the deprived sections of the society. Also, we will focus on agriculture, industrial service sector, women empowerment and eradicate inflation, unemployment and corruption with the aim of building a modern and developed Gujarat and India with the help of technology. Keeping the interest of the country and the state above the interest of the Party, every Congress worker will walk on the path of justice and for this, by taking a pledge on the banks of Sabarmati and dedicating himself, he will struggle for the sadhana of service.
