Three Resolutions passed at the CWC Meeting held on 22nd January, 2021

India’s crores of farmers are fighting a decisive battle to save their farms and fields, their lives and livelihood, and their present and their future against a diabolical onslaught by the Modi Government; determined to sacrifice their interests at the altar of a handful of crony industrialist friends. Lakhs of farmers have been forced to sit on Delhi’s borders in bone-chilling cold, hailstorms and rains. According to the farmers’ organisations, 147 farmers have lost their lives. The Prime Minister and an arrogant BJP Government refuse to feel their agony and anguish or listen to their cry for justice. Across the country, farmers and farm labourers have been protesting, taking out rallies, holding hunger strikes, conducting tractor yatras and extensive demonstrations, yet a tyrannical Government dismisses the angst of millions of farmers by branding them as ‘Anti-nationals’ and worse.

CWC notes that these three laws impinge upon the Constitutional rights of States and constitute the first step in dismantling the three pillars of the edifice of Food Security built up over the past decades—MSP, Public Procurement and PDS. CWC also notes that the ‘Three Agrarian Laws’ did not pass the test of Parliamentary Scrutiny as they were bulldozed by muzzling the voice of the opposition. Particularly in Rajya Sabha, the three laws were passed by Voice Vote in an unprecedented fashion as the Government did not have the requisite majority on the floor.

Finally, these laws when implemented, will affect every citizen of the country as pricing of all food products would be at the mercy of a handful of people. This is unacceptable in an inclusive India.

There is only one demand of India’s farmers and farm labourers — repeal the three objectionable laws. But the Government continues to side-step, malign, deceive and hoodwink the farmers by attempting to tire out, intimidate and divide the farmers. Let the BJP Government understand one unequivocal truth - India’s farmers shall neither bow down, nor be cowed down.

The CWC demands that the Modi Government should forthwith repeal the three Anti-Agriculture Laws.

JPC Investigation into Shocking Revelations Endangering National Security and other Facets

The CWC expresses its grave concern at recent revelations exposing the sordid conversations that have undoubtedly compromised national security. It is clear, that among those involved are persons in the highest echelons of government and there has been a breach of secrecy concerning vital and sensitive military operations. The revelations also point to inexcusable and deliberate subversion of Government structures, scandalous and extraneous influence over Government policies, and a vicious attack on the independence of the judiciary. The shameful compromise of the Modi Government with non-government players has been exposed.

It is shocking that days after the revelations, the Prime Minister and the Central government remain silent on the issue as though the storm will pass. Their silence underlines their collusion, complicity and guilt. The storm will not pass, and we will hold the Central government accountable for compromising national security and aiding India’s adversaries.

The CWC demands a time-bound investigation by a Joint Parliamentary Committee to enquire into the breach of national security, violations of the Official Secrets Act and the role of the persons involved. Ultimately, those who are guilty of treasonous behavior must be brought before the law and punished.

COVID-19 Vaccination

The CWC places on record its deep appreciation and gratitude to India’s scientists and researchers who worked tirelessly to develop the Corona Vaccine in a record time.

The CWC notes with concern that there is complete lack of clarity about availability of the Corona Vaccine for India’s population, nor is there a timeline laid out by the Government for vaccination beyond the first 3 crore people. The CWC particularly underlines the fact that India’s under-privileged, disadvantaged and marginalised sections, particularly the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes and poor, need to be administered the vaccine free of charge and within a time-bound period.

CWC expresses its dismay over reports that the Vaccine may be sold in the open market at Rs. 2,000/- for two dosages per individual. Such profiteering in times of grave adversity simply cannot be permitted. Government needs to, explicitly and publicly, declare a clear policy in this regard.

CWC calls upon the Central government to take all steps necessary to overcome the hesitancy amongst front-line health professionals on Covid-19 vaccination. To a large extent, this hesitancy is on account of the blatant politicisation of the regulatory process in order to boost the image of the Prime Minister. The CWC believes that the vaccination programme should be conducted in a manner that enhances public confidence and trust. Time, numbers and avoidance of wastage are critical. Apart from front-line health professionals, the state governments should be given the option of laying out a state-specific order of beneficiaries, so that the vaccination programme is taken forward with utmost speed and efficiency.

CWC appeals to the people of India to come forward without any hesitation and vaccinate themselves.
