A Report: Extended CWC meeting in Patna

Patna: The extended Working Committee meeting of Congress Party was held on September 24, 2025, at Patna, Bihar. The extended CWC meeting was presided over by the Congress President Shri Mallikarjun Kharge.

It was attended among others by the Leader of Opposition in Lok Sabha Shri Rahul Gandhi, General Secretary (organization) Shri K.C Venugopal and other senior leaders including all the CWC members, the PCC Presidents and the CLP leaders, CEC Members and Parliamentary Party office-bearers. 126 members of the CWC attended the meeting out of 164.

Later briefing reporters, KC Venugopal said that the extended CWC meeting was convened at Sadaqat Ashram, Patna. This venue is deeply rooted in the history of freedom struggle. This office is emotionally connected to the entire Congress people in this country. We are really proud of having an extended CWC meeting in this Sadaqat Ashram. Unfortunately, one month before, BJP people attacked this office, but now the message coming out from this office, is really energetic and enthusiastic.

In extended meeting of the CWC, we have adopted basically two resolutions and we have already discussed about one major organizational issue of ‘Sangathan Srijan Programme’. 51 people participated in the threadbare discussion on strengthening of organization. Basically, the discussion on the resolution moved by Jairam Ji on overall political situation in the country and the resolution moved by our PCC President Rajesh Ram about the specific situation in Bihar on upcoming assembly elections.

I would like to mention about the issues, which had been thoroughly discussed in the CWC.

  1. I have already mentioned Organizational Structuring Programme.
  2. The ‘Vote Chori’ programme. We are doing basically three programmes. We have done ‘Vote Chor, Gaddi Chhor’ slogan. We have already done two programmes- one is- Night March in the District headquarters. All over India, our entire Party workers did Night March with thousands of people participating in each district.

Signature Campaign

Number two, state-level rally on the same issue, with huge participation, we have demonstrated- ‘Vote Chor, Gaddi Chhor’. September 15 to October 15, we have planned a massive signature campaign. Five crore people will sign the paper, asking five questions to the ECI. The signature campaign is already going on. We will collect 5 crore signatures from all over India and in the end of the October, we will submit to the ECI, these five crore signatures, demanding answer from the ECI. Sangathan Srijan Programme

Then, coming to the ‘Sangathan Srijan Programme’, I think, in the history of Indian National Congress or any other organisation also, we have initiated a very successful and shandar programme, you can understand that.

Now, entire Congress Party is involving… Party Karyakarta and Common Karyakarta, on the decision-making process of DCC President. DCC President is going to be one of the most important positions in the Party. They have the responsibility to build the block, mandal, booth and to strengthen the social media and strengthen everything, but, these DCC Presidents will also be having powers more than earlier. We started the process from Gujarat, then Haryana, Madhya Pradesh, now Jharkhand, Orissa, and Punjab and Uttarakhand going on. I can tell you, so far, 10 states have been taken up, I talked about this. Gujarat, Haryana, Madhya Pradesh, Jharkhand, Orissa, Uttarakhand, Punjab. Now we are taking up Rajasthan, Chhattisgarh, and then Telangana, therefore 10 states.

3 states’ DCC Presidents are announced. State-wise exercise is almost complete for 4 states; 7 states have already completed process. Total organizational districts covered are 274. Total number of DCC Presidents 144 have been announced, so far ten states will be covered in the first phase. 4. After that we will go for Block President selection, Mandal President selection, Booth President, selection BLA- 1 and BLA-2 selection process. We decided in Belgaum that 2025 is the organizational strengthening year, that’s why, we are doing these things. Today, entire CWC discussed and CWC was totally satisfied about the process going on. They are very much proud of this process. This is why I wanted to say these things.

Speaking about the political resolution passed unanimously in the CWC, Shri Jairam Ramesh said the issue of ‘Vote Chori’ (vote theft) had come up. He disclosed that Rahul Gandhi told the meeting that in the next one month, ‘mini hydrogen bomb’, ‘hydrogen bomb’, ‘uranium and plutonium bombs’ will be coming.

He pointed out, the beginning had been made with the Mahadevapura and Aland assembly segments in Karnataka. He said that the ECI had turned into a puppet in the hands of the Prime Minister and the Union Home Minister.

Diplomatic Failure

Shri Jairam Ramesh said that the government had completely failed on the diplomatic front and the friends of the Prime Minister have created a difficult situation for the country. He pointed out that after America and China, now Saudi Arabia had also signed a security pact with Pakistan.

Domestic Failures

He said that the issues of communal polarisation, social justice and caste census also came up for discussion. He asked why Modi was not granting constitutional validity to 65 percent reservation in Bihar? He said, in strong contrast, the Congress had provided constitutional protection to 69 percent reservation in Tamil Nadu 30 years ago.

GST reforms half-baked

On the GST announcements made by the Prime Minister, Shri Jairam Ramesh said, these were half-baked reforms. He said, even these reforms were brought in after the pressure built up by the Congress, which had been demanding these for the last eight years. He pointed out, Rahul Gandhi had described it as ‘Gabbar Singh Tax’ in the very beginning.

Special Resolution on Bihar

The CWC also passed a special resolution on Bihar appealing to the people of Bihar to recognise the power of their vote. The CWC called upon all voters of Bihar to strengthen the fight for protection of our fundamental constitutional rights, for reservations and social justice, and for ensuring fair delivery of welfare benefits to every citizen. Briefing the media on the resolution, Party leader Shri Kanhaiya Kumar said - the issue of vote theft received special focus.

He said, the resolution recalled the Congress Party’s long and deep relationship with Bihar, noting how immediately after independence, the state was given top priority in ushering in development along with industrialisation.

He said that the resolution noted that the fight to save democracy will begin from Bihar. The resolution also asserted that Congress will not compromise on ‘One person, One vote’ guaranteed by the Constitution. It said that a government that is formed through stolen votes cannot be responsive to public concerns and it will not stop paper leaks, prevent migration, or curb corruption—instead, it will steal the land of people.

The resolution on Bihar also noted that the law and order is deteriorating in Bihar as what prevails in the state is not good governance but complete mis-governance.
