Organizational DCC Meeting

New Delhi: The DCC meeting was conducted in three phases, attended by the DCC Presidents who belong to all the districts throughout the nation. The meeting was held at the new AICC Headquarters ‘Indira Bhawan, New Delhi.

March 27, 2025: First cluster meeting was with DCC Presidents of Kerala, Karnataka, Tamil Nadu, Puducherry, Lakshadweep, Telangana, Andhra Pradesh, Andaman and Nicobar Islands, Goa, Manipur, Nagaland, Mizoram, Tripura, Meghalaya and Arunachal Pradesh. 255 DCC Presidents of these states attended that meeting.

April 3, 2025: Second cluster meeting was held with Maharashtra, Mumbai, Gujarat, Madhya Pradesh, Chhattisgarh, Rajasthan, Delhi, Punjab and Chandigarh. 305 DCC Presidents attended the second cluster meeting.

April 4, 2025: Third cluster meeting happened for Assam, West Bengal, Bihar, Jharkhand, Uttar Pradesh, Uttarakhand, Jammu Kashmir and Ladakh. 302 DCC Presidents attended the meeting. Along with the DCCs, PCC Presidents, General Secretaries, Secretaries and In-charges of the states also participated. Total 862 DCC Presidents attended these meetings.

Basically, major area of discussion was- booth management and voter list verification, Party’s ideological training, and how to do media and social media campaign. The participants also discussed the assets and properties and fund management for the Party activities.

Hon’ble Congress President Shri Mallikarjun Kharge Ji and former President Rahul Gandhi Ji attended and heard the views of the DCC Presidents throughout the meeting.

Six presentations were made during the meeting, including one by the media department and one by the social media team. Vijender Singla ji gave presentation on Congress’ properties, Senthil ji gave a presentation on organisational structure and training, Smt. Supriya Shrinate ji gave presentation on social media, and Shri Pawan Khera Ji gave a presentation on media.

Shri Rahul Gandhi, Shri Mallikarjun Kharge, and Shri K.C. Venugopal listened to one or two representatives from each state, engaged in discussions, took their suggestions, answered their questions, and received strong recommendations on how to strengthen the organisation at the district level. Following this, Kharge ji, Rahul ji and Venugopal ji also addressed the participants of the meeting.

Congress leadership strongly emphasized that the DCCs—District Congress Committees—are going to be empowered significantly. Their authority will be increased, but with greater power will also come increased responsibilities and accountability. Their performance will be measured, and their work will be evaluated. A presentation was given on how this evaluation will be done - the assessment will be based on their involvement with voters’ list and their participation in programmes organised by the All-India Congress Committee (AICC) or Pradesh Congress Committees (PCCs). Their attendance and performance will be tracked.

It was also mentioned that whether it is panchayat elections, municipal elections, Assembly elections or Lok Sabha elections, an evaluation will be done based on how much the voting percentage in each district has increased or decreased. The future and career of DCC Presidents will be determined based on these evaluations.

Actually, this type of meeting happened after 20 years in the Party’s history. This was the direct interaction with the DCC Presidents by the high command. Now, a system of regular communication with DCC Presidents in the Party is going to be set up.

Around 60 DCC Presidents had given their views to the leadership, about strengthening the organization, about the changes they want to do in the organization… these types of issues were discussed.

This meeting done just before the AICC session in Gujarat, it will clearly give an idea of the organization at the grassroot level. Congress Party’s entire focus is to build the organization. To focus on the organizational structure of the Congress from top to the grassroot level was the main idea behind this meeting.
